My sister-in-law, who lives in Mexico City, visits us in the U.S. once a year. As I understand it her Mexican health insurance doesn't cover her here. Any ideas as to the best way to get insurance for her while she's in the U.S.?

There are a number of companies that sell insurance that would do the trick for her. I am in the same boat. When I visit the U.S. I buy temporary insurance through Lloyd Investments, a Mexican company.
