Default Letters of Permission

Minors travelling across international borders without BOTH parents will need notarized letters of permission from both parents. The letters should identify the people she is permitted to travel with, destination and return dates, etc. I have a friend whose daughter was turned back at the border because he didn't have a letter from his long-since divorced wife, even though he had custody of the girl. She was 19 at the time. Now, it seems some of the 'tourist trap destinations' are easier to access by young, unaccompanied folks and the passport might just do the trick. Best to ask the airline, if you are flying.

Default It is difficult to know......

Sadly, human trafficking in young women is more common than you might imagine. As such, you would be better prepared to have the 'letters' from both parents. I refer you back to the experience of my friend with his 19 year old daughter a few years ago. My guess is that the step-father would have no standing in the matter. The girl needs to ask her father, like it or not.
Otherwise, please consult with the airline and/or the Mexican Consulate closest to you. Realize also, that this requirement can be imposed when you attempt to return to the USA. Has the girl ever travelled internationally by herself; very recently? Things are getting tighter and nastier with 'homeland insecurity'.
You need a professional opinion and mine doesn't qualify; it is just from hearsay and the experiences of others. I wish I could be more definite.

Good advice as always RV. There is a possibility that the Mexican consulate will be willing to give the girl a letter of authorization once he knows all the facts. I wouldnt count on the airlines being a great big help. They once allowed my luggage to visit Los Angeles without written authorization when I was on my way to Seattle.
