I have heard conflicting information and would like to know for certain if it is legal to bring back shells from Cozumel to the United States--of course, the ones that do not have living creatures inside. Thank you.

All Cozumel beaches and reefs are Notional Parks, it is a federal offense to take anything from either - shells, sealife, rocks, etc. Having been to Cozumel several times and just returning from there a few days ago, I can tell you that you rarely see any shells for sale, if you do take some back to states with you your concern is going to be the Mexican Customs - I would be sure to have a receipt showing that you paid for the shells if you try. I personally would not recommend it, I have pics of the federales with their AK-47s following our boys up and down the beach insuring that they did not touch anything.
