Thumbs down Tijuana, Mexico Marriage license 1970

How do I locate a copy of my 1970 marriage licence? What was required to obtain legal marriage certificate in the 70's? How many registries did TJ have in the 1970's? Were attorneys authorized to perform marriage ceremonies in Tijuana, Mexico September 21,1970? How do I locate a copy where do I search for a copy of my marriage licence? Under what name would it be filed? How many days after the ceremony was performed would it have been registured? I don''t know the name of the attorney or if he was also a notery. I don't know what the requirements were in 1970. How do I locate the terms and my marriage license?
Last names tht could be found on the license would be:
Bolden, Dulaney, Leflore, & Ellis this would include the names of the bride and groom's mother and the witness who was in attendence at the ceremoney.

Answered by Chiquito, Tijuana blog quote: marriage license can be obtained at Palacio del gobierno on Independecia and centenario, east side of river in zona rio, second car bridge. All city documents are handled by the registro civil.

Does anyone know how I can reach this office to abtain a copy of my grandma's marriage certificate? Is there a website, phone number or email?
Also I am not sure when they got married but I know the names..
Anything please.
