Retrieving 1958 Marriage License from Nogales, Sonora

My mother is trying to get a copy of her marriage license from the town of Nogales, Sonora, Mexico so that she may apply for social security and receive additional funds under my father's income history. The Social Security Administration says that she has to have a copy from Nogales (I suppose it must have the official seal) and the regular photo copy she has will not satisfy their requirement. So we have been trying to find a phone number or address to request this official copy but have been unsuccessful. If my mom does not have this document to the SSA by 8/17/05 they will deny her claim.
If anyone knows how we can get this document, please let us know as soon as possible.

Records at Registro Civil typicaly cannot be researched nor retrieved by telephone. Searches need to be prepaid at the government office., A record that old will require some digging, making a personal visit even more important.
