Default Infantes Traveling to Mex with Affidavits

Can an infant or minor travel to Mexico with an affidavit because in the requirements it indicas that an affidavit is acceptable for travel. But does not indica that this excludes children

All minor children (including infants) travelling without BOTH parents require an affidavit from the missing parent (or a copy of a deceased parents' death certificate) allowing them to travel. I believe this only applies to children coming from the United States, but I would double check that with the nearest Mexican consulate.
