No. The Pacific Pearl had an article recently that says it will open in early 2009. I don't think it's possible; it's a huge project. From the eastern end there are a series of tunnels - I saw construction at different points maybe 40 miles from the western end. Latin America's longest suspension bridge will be another huge undertaking.
From Durango the quota extends maybe 40 miles then ends without warning at a steel gate. It was an experience trying to get my travel trailer turned around in the dark on the two lane road.
After the gate there is a short gap ( a canyon, I think) and then the road looks almost complete to the army base. There's construction underway past the army base then I saw no work for a long time.
It takes us 9 hours to travel those 300 miles from Durango to Escuinapa. Often I am driving at speeds less than 30.
It will be an engineering marvel when it is complete.
