driving to Ensenada

We have a house in Estero Beach, and were going to head down on Wednesday, 7/9, but a girlfriend called me from down there who said the exit to get to the toll road right after you cross the border heading into Mexico has been closed, and you have to drive through Tijuana now to get to the toll road, which is very confusing. Does anyone have any information on this?
