How many fishing reels and rods can I bring?

I am traveling to Puerto Vallarta this fall - meeting some friends there. I am in charge of bringing along the fishing rods and fishing reels. What is the regulation on how many I can bring without Customs problems - and if I go over that amount, does anyone know how much I would be charged in taxes or fines?
