Hello...I am an American citizen and am thinking of marrying an illegal Mexican here in the United States. It would be a civil marriage. After a time, I would like to live in Mexico but, I know my husband will want to remain in the united States to work. Can I obtain a visa or permit to live in Mexico, being married to him, even though I will not be able to meet the financial requirements for a FM-3 visa? I would like to be able to go back and forth to be able to see him as well as my American family and be able to return to mexico again. Are there any steps or requirements we would have to do and, how long could it take? Thank you.

You should be asking an experienced immigration attorney these questions. If the matter is important to you that's what you should do.

We have a daughter who did as you propose. He could never get legal, moved several "brothers" into their home and finally left her with three babies. She is now on welfare and has no recourse since he returned to Mexico. She can't ever go to Mexico without his written and notorized permission to travel across international borders with the children; and she is always broke anyway and will probably remain that way, and single, for the rest of her life as a result of this mistake. Yes, he was charming and very handsome! You can't work in Mexico and would not be as "free" as you are as a wife in the US. If you can't support yourself in Mexico on your own resourses and qualify for an FM3, you aren't in any shape to even consider living there.
