If Mexico you will probably have to deal with Mexico City. If US divorce
first you will need a certified copy, then an apostille I think. Contact county recorder/county clerk of the county where the divorce occurred first. After you receive a certified, to obtain an apostille you have to go through the Secretary of State and it is not expensive. The same procedure may work in Mexico, I don't know. Call a notary.
