I need to know what are the requirements to get cremated ashes through customs in Mexico.

I doubt that is a question you will ever be asked at the border, but if you are serious, you can Google 'Mexican Importation Regulations' or some similar description to find out. If 'Ashes' aren't on the forbidden list, they your 'passenger' will be OK. Just keep the container simple.
