Default buying vehickle on FM 3

May one buy, license and operate a car, truck, or motorcycle legally in Mexico on a FM 3 ??

or.. are the small moped type bikes excluded from the normal vehickle regulations ??

Yes, although it also helps if you have a Mexican bank account as well. I've only bought new, and the dealership handled most of the paperwork- when we purchased, we went with them to the tag office and got a 6 month temporary tag, and then just recently paid for the real tag. You will need to familiarize yourself with the laws regarding taxes as well as emissions testing, but all in all it was pretty straightforward for me.

As far as operation, that depends on where you are - some states have licenses that have to be bought, and opinions vary on whether you can just use your valid US license or not - supposedly its ok, but I've definitely heard of cops giving people who are permanent residents crap for not having a Mexican license.

I dunno about mopeds/scooters.

You may purchase any of these vehicles and register them and operate them in Mexico when you have your FM3. The dealer will also want to see your passport. I just helped a friend purchase a used car from a large Nissan Dealership in Guadalajara and the dealer took care of all paperwork involved in getting the registration and title. The car was picked up in just three days from the time the deal was made. It was a cash purchase so I can't tell you anything about financing, but don't plan on it if you are not Mexican. Many of my friends have Mexican registered cars here and drive them with US or Canadian licences; it is perfectly legal. Cops who suggest otherwise may be looking for 'donations'. Don't bite; ask him to show you the rule in the little red book of traffic laws that you can buy and carry in your car. Note, you can not insure a motor scooter.
